I see from reading this forum that there seems to be issues with illegal rentals. What%26#39;s the best way to approach when contacting an owner, ask for a license #? If an owner is on VRBO, is that safe?
Legal Rentals
There are very few rentals that have had state/county action against them. The only ones I know of are the 20ish up in Haena that were built after the owners swore they were building in the conservation district for a personal dwelling and then rented them out. It%26#39;s a long story with lots of problems on both sides.
This one is in court and not much has happened lately that I know of. I think they are still being rented and the fines from the cease and desist are not being applied.
The county has basically grandfathered everything except vacation rentals on ag land. Even those are not being attacked too vigorously until the county gets an AG inventory and classification study done.
Basically we have a lot of sound and fury signifying the usual nothing at this point. People on the other side of the issue barked and the council flinched 4-3.
A license is usually just an excise tax number. Nothing of great consequence. I%26#39;ve no idea how or if VRBO screens their participants. Best to go on recommendations or use an agency if you have concerns.
Legal Rentals
I would stay clear of VRBO as you really cannot tell if they are legal or not. Go through an agency like Grantham (Parrish). They have lots of legal places on Kauai in all sorts of price ranges.
